Visa on Arrival Countries for Indians (2026): Full List & Rules

Indian travellers planning international holidays in 2026 can access roughly 55 to 56 destinations globally via visa-free entry, Electronic Travel Authorization (ETA), or true Visa on Arrival (VoA)—placing the Indian passport between 75th and 81st on the Henley Passport Index. However, showing up at the departure airport assuming every “on arrival” country lets you board with just a passport is the quickest way to be denied boarding at check-in. Distinguishing between a true walk-in visa at the arrival airport, an online digital entry pass, and a conditional visa is essential before booking your tickets.

Understanding Entry Types Before You Book

One of the biggest issues in travel planning is conflating different visa categories into a single list. Airlines follow strict Timatic database protocols at check-in counters in Delhi, Mumbai, Bengaluru, and other Indian airports. If you do not hold the exact pre-arrival document required by your destination, the airline will refuse your boarding pass. Understanding how these four entry categories differ will keep your travel plans on track:

  • True Visa on Arrival (VoA): You board your flight from India without any prior visa application. Upon landing at your destination airport, you walk to the designated Visa on Arrival counter before immigration, present physical documents, pay a fee (typically in physical foreign currency cash), receive a sticker or stamp in your passport, and proceed to passport control. Examples: Indonesia, Cambodia, Laos, Jordan, Tanzania, Zimbabwe.
  • Visa-Free Entry: No visa application or fee is required. You proceed straight to the immigration passport control desk upon landing, presenting a passport valid for at least six months, confirmed return flight tickets, and hotel accommodation vouchers. Examples: Malaysia, Mauritius, Macao, Nepal, Bhutan.
  • Electronic Travel Authorization (ETA) or Mandatory Digital Arrival Cards: While the visa fee may be waived ($0), you must complete an online registration or obtain an approved digital pass before departing India. Check-in agents will inspect this approval PDF or QR code before tagging your luggage. Examples: Sri Lanka (Free ETA required before flying), Kenya (eTA), Seychelles (TravizORY permit), Thailand (TDAC digital arrival card).
  • Conditional Visa on Arrival: VoA is granted to Indian passport holders only if they possess a valid, unexpired visa or residency permit from specific countries (such as the US, UK, Schengen/EU, Canada, or Australia). Examples: United Arab Emirates (Dubai/Abu Dhabi), Oman.

Deep Dive: Popular Visa on Arrival Destinations for Indians

1. Indonesia (Bali)

Bali remains one of the most visited destinations for Indian families, couples, and group travellers. India passport holders can obtain a 30-day Visa on Arrival (B1) upon arrival.

  • Cost: IDR 500,000 (~₹2,700 or $35 USD). Note: While Indonesian authorities have discussed updating VoA tariffs, the official portal fee remains IDR 500,000 as of mid-2026. Always confirm live pricing on the official portal before traveling.
  • How to Obtain: You can pay in cash or by card at the “VOA Payment Counter” at Ngurah Rai (Bali) or Jakarta Airport before clearing immigration. Alternatively, apply for an e-VOA via evisa.imigrasi.go.id prior to flying, allowing you to scan through automated airport Autogates upon landing.
  • Mandatory Digital Clearances: Within 3 days of landing, submit the free online All Indonesia Digital Customs Card (ECD). You must also pay the mandatory Bali Tourist Tax of IDR 150,000 (~₹850) per person via the Love Bali web portal.
  • Extension: The 30-day VoA can be extended once for an additional 30 days at a local immigration office inside Indonesia for IDR 500,000. For step-by-step documentation details, consult our dedicated Bali eVOA and entry guidelines.

2. Thailand

Thailand grants Indian passport holders a 60-day Visa-Free Exemption. The traditional 15-day Visa on Arrival counters (which charge 2,000 THB / ~₹4,800) still operate, but the 60-day free entry path is the default choice for leisure tourists.

  • Mandatory Requirement: You must submit the free Thailand Digital Arrival Card (TDAC) online at tdac.immigration.go.th within 72 hours prior to your scheduled arrival.
  • Strict Funds Inspection: Thai immigration officers conduct spot-checks at airport entry points. Travellers must carry physical proof of funds equivalent to 10,000 THB (~₹24,000) per person or 20,000 THB (~₹48,000) per family in cash or verifiable liquid funds. Showing a credit card screen on a phone may not be accepted if an officer requests physical cash verification.

3. Sri Lanka

A frequent point of confusion among first-time travellers from India is treating Sri Lanka as a walk-in airport VoA destination. Sri Lanka requires a pre-approved Electronic Travel Authorization (ETA).

  • Cost: Free ($0) for Indian citizens under current government waivers.
  • How to Apply: Visit the official portal eta.gov.lk before departing India. The digital ETA is issued electronically, granting a 30-day stay with double-entry privileges. Do not travel without this approval PDF; airline staff will deny boarding at check-in. Read our Sri Lanka ETA guide for Indian citizens for instructions on completing the portal application.

4. Jordan

Jordan offers a 30-day Visa on Arrival for Indian passport holders landing at Queen Alia International Airport in Amman or King Hussein International Airport in Aqaba.

  • Standard VoA Cost: 40 JOD (~₹4,700 / $56 USD) payable at airport immigration.
  • The Jordan Pass Savings Hack: Purchase a Jordan Pass online at jordanpass.jo prior to flying. The pass starts at 70 JOD (~₹8,200) and includes pre-paid admission to over 40 tourist sites—including the entrance fee to Petra (which costs 50 JOD on its own). If you purchase the Jordan Pass and stay in the country for 3 or more consecutive nights (4 days), the 40 JOD VoA entry fee at airport immigration is waived completely.

Common Traps and Misconceptions

Trap #1: The Vietnam “Visa on Arrival” Myth

Many general travel websites incorrectly list Vietnam under “Visa on Arrival for Indians.” In reality, you cannot board a flight from India to Hanoi, Da Nang, or Ho Chi Minh City expecting a walk-in airport visa counter without prior paperwork.

To use an airport VoA counter in Vietnam, you must present an official Pre-Approval Letter issued in advance by an authorized sponsor or agency. Without this letter, airlines will deny boarding at check-in. The straightforward option for Indian tourists is applying for the official 90-day Vietnam e-Visa online well before departure.

Trap #2: Nepal & Bhutan Are Visa-Free, Not VoA

Nepal and Bhutan operate under special bilateral treaties with India rather than Visa on Arrival frameworks:

  • Nepal: Indian citizens do not need a visa or a passport if entering by air or land, provided they carry an original Indian Voter ID Card (Election Commission Card) or a valid passport.
  • Bhutan: Indian passport holders enter visa-free but must obtain an Entry Permit at border control points. Indian nationals must pay Bhutan’s Sustainable Development Fee (SDF) of Nu. 1,200 (~₹1,200) per person, per night.

Trap #3: Kenya Scrapped Airport VoA

Kenya permanently abolished its airport Visa on Arrival system. All international visitors, including Indian citizens, must obtain an online Electronic Travel Authorization (eTA) via etakenya.go.ke at least 3 days before travel ($30–$34 USD processing fee). Do not fly to Nairobi expecting an airport counter visa.

Airport Counter Mechanics: Cash and Currency Rules

Navigating VoA counters in international transit terminals requires understanding local payment realities. Immigration desks enforce specific financial rules that take unprepared travellers off guard.

  1. Credit/Debit Card Terminal Failures: POS card terminals at arrival counters in regional airports (such as Phnom Penh, Luang Prabang, Siem Reap, or Zanzibar) frequently experience network outages or decline foreign debit, credit, and forex cards. Always carry the exact VoA fee in physical foreign currency cash.
  2. The Uncreased USD Bill Requirement: In countries charging VoA fees in US Dollars (including Cambodia, Laos, Tanzania, Zimbabwe, and Bolivia), immigration authorities enforce strict currency quality rules. Officers will reject USD bills that are creased, folded, torn, stained, heavily worn, or printed prior to 2013. Obtain new, uncirculated USD bills from an RBI-authorized forex vendor in India before departing.
  3. On-the-Spot Proof of Funds Audits: Border control agents in Thailand, Indonesia, the Maldives, and the UAE reserve the legal right to ask for proof of daily maintenance funds. Carrying hotel vouchers, return tickets, and verifiable cash or card balance statements prevents delays at entry desks.

Indian Airport Departure and Emigration Rules

ECR vs. Non-ECR (ECNR) Passports

A common concern among travellers holding Emigration Check Required (ECR) passports—issued to citizens who have not passed 10th Standard (Matriculation)—is whether they can travel to VoA countries for vacations without government clearances.

Under Indian Ministry of External Affairs regulations, ECR passport holders travelling strictly for tourism, family visits, or business do NOT require Emigration Clearance (PoE clearance) at Indian departure airports. PoE clearance applies exclusively to individuals departing on employment or work visas to 17 designated ECR countries. As long as you possess confirmed return flight tickets and tourist hotel bookings, ECR passport holders clear Indian immigration without additional permits.

Airline Boarding Checklist at Check-In

Before an Indian immigration officer stamps your passport at exit control, airline check-in agents verify three mandatory criteria:

  • Passport Validity: Your passport must have at least 6 months of validity remaining from your date of entry into the destination country. A passport expiring in 5 months and 29 days will lead to immediate denial of boarding.
  • Blank Passport Pages: Your passport must contain a minimum of 2 blank visa pages facing each other for entry/exit stamps and VoA physical adhesive stickers.
  • Confirmed Onward/Return Ticket: Unconfirmed or dummy flight reservations are flagged by airline departure databases. Because airlines face heavy financial penalties for repatriating passengers refused entry abroad, check-in agents strictly enforce hard-copy or verified digital return bookings. Financial Planning and Real Trip Costs

Avoiding Airport Forex Counters

Exchanging Indian Rupees (INR) for foreign currencies at Indian departure airports or foreign arrival hubs is inefficient. Airport forex kiosks regularly charge markups of 10% to 20% relative to real market exchange rates.

Exchange INR into crisp US Dollars or your target destination currency at licensed bank branches or RBI-authorized city dealers well before heading to the airport. For local daily expenses, use multi-currency debit or forex cards to withdraw local currency from destination bank ATMs after landing.

Frequently Asked Questions

Can I get a Visa on Arrival in Vietnam directly at the airport?

No. Indian passport holders cannot simply walk up to a airport VoA counter in Vietnam with just a passport. You must present an official Pre-Approval Letter arranged prior to departure through an authorized host agency. The most efficient entry method for Indian tourists is applying online for the official 90-day Vietnam e-Visa before flying.

Does Sri Lanka offer a true walk-in Visa on Arrival at Colombo Airport?

No. Sri Lanka requires Indian citizens to hold a pre-approved Electronic Travel Authorization (ETA) obtained online at eta.gov.lk before boarding their flight from India. Unarranged walk-in visas at Colombo Airport are not available.

Do Indian citizens holding ECR passports need clearance for holiday trips?

No. ECR passport holders travelling strictly for tourism, leisure, or family visits do not require Emigration Clearance (PoE) from Indian airport immigration authorities. PoE clearance is mandatory only for citizens departing for foreign employment on a work visa in designated ECR countries.

What happens if I carry old or creased US Dollar notes for my Visa on Arrival fee?

Immigration officers at airport VoA counters in countries like Cambodia, Laos, Tanzania, Zimbabwe, and Bolivia will refuse USD banknotes that are creased, folded, torn, stained, heavily marked, or printed prior to 2013. Always obtain pristine, uncirculated USD currency notes from an authorized Indian forex provider before travelling.

Can I enter Dubai on a Visa on Arrival if I hold a US or Schengen visa?

Yes. Indian passport holders can obtain a 14-day conditional Visa on Arrival at UAE airports (Dubai, Abu Dhabi, Sharjah) provided they hold a valid, unexpired US Tourist/Business Visa (B1/B2), US Green Card, UK Residence Permit/Visa, or EU/Schengen Visa valid for at least 6 months. The entry fee is 100 AED plus service charges.
