1. The Sikkim ID Trap (Aadhaar & PAN Rejection)

A frequent error made by Indian tourists arriving in Gangtok is relying solely on Aadhaar or PAN cards. The Sikkim Tourism and Civil Aviation Department, alongside local Army checkposts, strictly refuses Aadhaar and PAN cards for issuing Protected Area Permits (PAPs) to areas like Nathu La, Tsomgo Lake, Lachen, Lachung, Yumthang Valley, and Gurudongmar Lake. Crucially, outstation taxis (such as cabs hired from Guwahati or Tezpur) are legally barred from driving tourists to Bumla Pass. 3. Foreign Passport Holder Rules

Foreign nationals, including OCI cardholders visiting specific border zones, cannot use the domestic online ILP portals. Pursuant to the Ministry of Home Affairs (MHA) circular, the Protected Area Permit (PAP) regime applies to foreign nationals visiting Nagaland, Manipur, and Mizoram, alongside Arunachal Pradesh.
